The three apply surfaces and how values land.

• On the Create screenThe Apply Template field lists every enabled template for the current project and work item type. The list opens instantly and is cached for the session.
• On existing work itemsOpen any work item, choose Actions (…) → Apply template. The dialog lists the templates valid for that work item's project and type.
